District 4 covers downtown and central Berkeley, and currently has a total of 7,453 people registered to vote, according to the Alameda County Elections Office. The district was previously represented by  former Councilmember Kate Harrison who resigned from the role earlier this year, citing concerns with city bureaucracy.

Harrison is still currently running for mayor. Her resignation came shortly after Rigel Robinson stepped down and suspended his mayoral campaign. Recent UC Berkeley graduate Cecilia Lunaparra won her bid for Robinson’s seat during a special election in April.
